SCO Summit: China's Xi Jinping slams 'bullying' behaviour in world order, pledges funds and projects to boost SCO

Chinese President Xi Jinping on Monday criticised “bullying behaviour” in the global order as he hosted regional leaders, including Russia’s President Vladimir Putin and India’s PM Narendra Modi, at a Shanghai Cooperation Organisation (SCO) summit in Tianjin.

Calling for fairness and justice in international relations, Xi urged member states to “oppose Cold War mentality, camp confrontation, and bullying behaviour.” He said the SCO had become “a model for a new type of international relations,” adding that the bloc unequivocally opposed external interference.

Outlining a series of initiatives, Xi announced that China would double the number of SCO-specific scholarships and launch a doctoral programme. Beijing also plans to provide 2 billion yuan ($275 million) in grants to SCO states this year and push ahead with the establishment of an SCO Development Bank.


Xi highlighted China’s deepening economic engagement with the grouping, noting cumulative trade with SCO countries has surpassed $2.3 trillion, with Chinese investments exceeding $84 billion. He pledged that Beijing would continue to build “a friendly network of the SCO’s peoples” and advance Belt and Road cooperation across the region.


“China will work with all parties to draw a blueprint for high-quality development and take the SCO to a new stage,” Xi said, adding that the organisation had transformed regional borders “into bonds of friendship and mutual trust.”
